Salvage titled vehicles sold by insurance companies to registered customers
with a rebuilder, repairer, salvage, and/or recycler license. Out
of state salvage buyers must have an OSB (Out of State Buyer) license
from the State of Illinois.

Surplus:
Clean titled non-running vehicles sold by fleet/lease/repossession companies,
dealers, and donation programs. Vehicles are sold with clean titles
and can therefore be purchased by registered customers with a new/used
vehicle dealer license, rebuilder, repairer, salvage, and/or recycler
license. Out of state salvage buyers must have an OSB (Out of State

Impound:
Vehicles sold with proof of purchase by various municipalities to registered
customers with a rebuilder, repairer, salvage, and/or recycler license.
